Green Deal to be published in Parliament

Legislation in the Energy Security and Green Economy Bill, which will be published in Parliament today, sets out how the Green Deal will help households and businesses make their buildings more energy efficient, while creating jobs for small to medium-sized enterprises (SMEs) in the construction sector.

The Green Deal is expected to go into effect in 2012 and the Energy Bill will set the framework for the policy if it is passed. Secondary legislation will still be required, however, to set out all the details of the scheme, specifically how people will qualify.

The second reading of the bill will be on December 22 and Grand Committee hearings will start the week of January 10 2010.

Green Deal
The Green Deal will enable homeowners and business owners to gain access to upfront capital, expected to be capped at about £6,000, in order to complete energy efficiency measures, specifically insulation. The Green Deal finance will be legally attached to the property, not the owner, and will be paid on the property’s energy bill. Those renting may get the power to force landlords to install energy efficiency measures after 2015.
 

Green jobs

The Green Deal could end up employing up to 100,000 workers many of which still need to be trained. British Gas has pledged to employ 3,700 green jobs by the end of 2012 and has already recruited 1000 of them. In September, the energy company announced plans to invest £30 million in installing energy efficiency measures in its customers’ homes at no up-front cost.
