Mercia Waste Management's application for the £120million EnviRecover plant is set to be considered by the council's planning and regulatory committee on Tuesday (March 1).
And in their report to committee members, council officers recommend they approve the application for the plant which would turn waste from Herefordshire and Worcestershire into renewable energy.
